Summary of Position

Under the USAID Policy LINK Champions for Food Security (C4FS) activity, Headlight Consulting Services is recruiting Senior Interviewers to support the “Inclusive Policy Making Learning Activity.” The Senior Interviewers will conduct Key Informant Interviews (KIIs) with selected respondents from around the country, electronically record the interviews, and upload the recordings daily or as soon as the available internet connection is stable. Senior Interviewers are expected to have excellent communication skills in Amharic and be able to work with minimum supervision.

The Senior Interviewers are expected to be able to work with the points of contact on the C4FS team to finalize travel and interview logistics, independently travel to their assigned regions, conduct 5-20 interviews with a variety of respondents, some senior-level positions in government institutions associated with agriculture and food security policy, over the duration of 2-3 weeks. The Senior Interviewers will also need to use data management skills to record the KIIs, store them safely on the device, and upload the interview recordings the same day or the following day that the interview is completed. The Senior Interviewer will be provided with a recording device and will be responsible for using the device to record the interviews, as well as testing that it works, is fully charged, has sufficient storage space for the interview, is kept in a secure/safe location and in good condition, and return it to Headlight’s representative in Ethiopia upon completion of the work.

Interviews and travel may need to be completed outside of regular business hours. The Senior Interviewers will also be expected to attend scheduled training and scheduled team meetings during regular business hours.

Work will be conducted with confidential and sensitive data. The Senior Interviewers will be required to sign a Non-Disclosure agreement. Headlight reserves the right to conduct a background check on qualified candidates.

Responsibilities

Specific responsibilities and accountabilities of the Senior Interviewer include but are not limited to:

  • Participate in the training organized and led by Headlight for the data collection team.
  • Participate in pre-testing the Key informants’ interview protocol questions with the data collection team.
  • Ensure that all digital devices, namely voice recorder, are properly charged, or alternative batteries are available.
  • Travel to the key informant interviewee locations and ensure the profile matches the actual person.
  • Conduct in-depth key informant interviews with selected individuals.
  • Record the interview response (audio) using a voice recorder, and if appropriate, take complimentary notes as a backup record.
  • Ensure that each interview question is administered and responses are recorded for each interview question.
  • Ensure follow-up questions are asked to ensure that the protocol questions are answered fully.
  • Upload the audio recording to the designated online folder as soon after completing the interview as possible.
  • Use a tracker spreadsheet created by Headlight to indicate which KIIs are “in progress” and “complete” so the project manager(s) can see on a daily basis status/progress, manage assignments, and make decisions based on accurate data as the KIIs are completed.
  • Identify and communicate to the C4FS team any emergent challenges encountered during the key informant’s interview
  • Regularly communicate and coordinate (via email and/or trackers) with the Headlight team and C4FS team to ensure smooth progress.
  • Participate in data collection team meetings or one-on-one meetings per the pre-determined schedule.
  • Report any incidence of refusal to be interviewed as soon as possible so the Headlight team can identify backup interviewees.
  • Report to the C4FS/Headlight team any threats or incidences related to physical or emotional safety.
  • Report to the C4FS/Headlight team any losses of data (audio recordings from the KIIs) as soon as possible.
  • Conduct any necessary backup interviews in case of rescheduling, refusal, security issues, or loss of data.

Required Qualifications

  • Education: Master’s degree in agriculture and food security, Rural Development, Social Work, Developmental Economics, Gender studies, Sociology, Economics, or Sociology.
  • Skills: Appropriate conversational composure with senior-level respondents, ability to manage a recorder and upload the recording to a computer, and ability to share the recording files in the designated online space.
  • Preferred skill: Experience with G-Drive apps.
  • Experiences: Minimum of five years in conducting qualitative studies and assessments in Ethiopia’s Agriculture and Food security policy design and implementation
  • Languages: Fluency in written and verbal/oral English and Amharic. Knowledge and skills in other languages are added values. Please make a note in your CV and Cover letter of which languages you have a working fluency.

Reporting Line:

The Senior Interviewers report to the C4FS Developmental Evaluation team and the Point of Contact for this learning activity.
